OpenSAFELY: how your GP information is used

This page explains what OpenSAFELY is, why it is being used, how your information is protected,
and how to opt out if you wish.

From 2 January GP practices are required by the NHS to use OpenSAFELY. This is a
national requirement, not a practice-level decision.

What is OpenSAFELY?

OpenSAFELY is a secure NHS-approved data analytics service used to support research, audit, service
evaluation, health surveillance, and NHS planning. It was originally developed during the COVID-19
pandemic and has been expanded for wider NHS uses.

What information is used?

OpenSAFELY uses pseudo-anonymised information. This means direct identifiers are removed
and replaced before analysis.

  • Not shared as identifiable: your name, full address, full date of birth, and other direct identifiers.
  • Used in analysis: information such as age (not exact date of birth), broader location (not full postcode), health conditions, medicines, test results, etc., in a form that does not directly identify you.

How is my data kept safe?

  • Your GP record remains within the secure GP IT system environment.
  • Only approved users can run approved analyses.
  • Approved users do not see individual patient records and cannot download raw patient-level data.
  • Only aggregate (combined) outputs are produced, so results are about groups of people rather than individuals.

Is this optional?

OpenSAFELY is being enabled because it is required nationally. If you do not opt out, your data will be included by default.

Your choices: opting out

You can choose not to have your confidential patient information used for purposes beyond your individual care
by registering a Type 1 Opt-out with your GP practice.

This can be done by filling out the form linked below and dropping this to the surgery, replying to the text message sent to you, filling in for form below or by calling reception

Type 1 Opt-out: prevents your GP practice record being used for purposes beyond your individual care via services such as OpenSAFELY.
You can submit a Type 1 Opt-out form to the practice.

You may also see information online about the National Data Opt-out. This is a separate choice that relates to how NHS data is used
for research and planning in many settings.

Frequently asked questions

Does OpenSAFELY mean my full GP record is sent somewhere else?

OpenSAFELY is designed so analyses run securely within approved environments. The intention is to reduce the need
to move copies of patient-level data around and to ensure only non-identifying, aggregated outputs are produced.

Will this affect my direct care or appointments?

No. This does not change how you request appointments or how clinicians access your record for your individual care.

Can I opt out later?

Yes. You can register a Type 1 Opt-out at any time. If you choose to opt out, it will apply going forward.
